DUTIES AND RESPONSIBILITIES OF THE SUBSTATION OPERATOR TRAINEE:

The Substation Operator Trainee program is a formal, 20-month program consisting

of five, 4-month steps (training periods 1,2,3,4,5). The Trainee must pass oral

and written reviews at the end of each step to remain in this program. Trainees

will be promoted to journeyman after successfully passing the fifth step review.

In addition to satisfactorily completing the on-the-job training portion of the

program, the Trainee will complete assigned lessons associated with periodic

classroom instruction sessions and correspondence lessons in electrical trade

theory during each step of the training program. To successfully complete this

program a Trainee will need to commit approximately 15 hours study each week on

average to correspondence lessons, classroom instruction lessons, organizing

information acquired during regular work hours, preparing for classroom training

and preparing for end-of-step reviews.

 

Failure to complete the required correspondence course and all classroom

instruction sessions satisfactorily can be sufficient cause for removal from the

program.

 

The Trainee performs a variety of tasks designed to provide experience which will

enhance technical understanding and skill in the use of the tools and equipment

of the trade

 

The Substation Operator Trainee, under direct on-site supervision of a Journeyman

Substation Operator or another qualified journeyman Electrical Employee, operates

high voltage electrical equipment in electrical power transmission system

substations and on transmission lines. Specific tasks vary with the type of

substation to be operated.

 

The Trainee is expected to gain knowledge of the various work processes, high

voltage power system equipment, associated protective relays, and become

proficient in the use of proper terminology. All these tasks will be

progressively more difficult throughout the training program.

 

In addition to learning the work processes in each step as indicated above,

throughout the training program the Trainee will perform switching under the

direct on-site supervision and guidance of a Chief Substation Operator or

journeyman Substation Operator. Additionally, Trainees will work at the

Substation Operator Apprentice Step 7 level.

 

There will be assignments with various other BPA functions to learn their working

processes. The assignments will be of short term and will occur throughout the

training program.

EXPERIENCE REQUIREMENTS: Ability to Perform the Duties of a Substation Operator Trainee Without More Than Normal Supervision. Applicant’s resume must reflect experience which provided a basic knowledge of safety as it relates to substation operations, substation equipment, relay concepts and switching configurations.Please indicate when and where this experience was acquired.

 

NOTE: Applicants who meet the experience requirement will be asked to demonstrate the ability to write a switch order, using station prints, to clear or bypass the above listed equipment in a technical interview. The technical interview will also include other relevant aspects of substation operations.

 

Applicants who meet this requirement will be rated qualified and will be referred

BASIS FOR RATING: Applicants must have had progressively responsible experience and training sufficient in scope and quality to successfully perform the duties of the position without more than normal supervision. Applicants will be

evaluated on the basis of their substation operations experience.

 

WORKING CONDITIONS: Work is performed both indoors and outdoors under all

prevailing weather conditions during the day or night. Work is also performed on

uneven, outdoor surfaces, including steep inclines, on rocked or graveled

surfaces and unimproved surfaces. Hazards include working around high voltage

equipment and machinery with moving parts. The possibility of explosion or fire

is ever-present. The Substation Operator may work from ladders, platforms,

scaffolding, or stairs. Work may be at heights up to 60 feet. The work

environment will occasionally include high noise levels and/or exposure to

hazardous substances (such as acids, PCBs, pesticides, asbestos, mercury,

solvents, etc.) that could, if precautions are not followed, pose a health risk.

Proper respiratory and safety equipment shall be worn when hazardous substances

are being handled. Emergencies, critical system conditions, or outage limitations

may require that work be done at night and/or under time restraints. System

priorities may require extended periods of overtime, including working weekends

and holidays.

 

The Trainee can expect to be in a travel status approximately 25% of the time,

since assignments away from the headquarters will be required to complete some of the work processes and training. The total costs of tuition, books, and related

materials will be paid by BPA. The Trainee will be paid for travel and per diem

expenses, in accordance with applicable travel regulations, for expenses incurred

in connection with mandatory training, including training on scheduled days off.

The time spent traveling to the training site and returning from the training

site is the employee’s responsibility and is not paid for by BPA.

 

PHYSICAL REQUIREMENTS:

·       Operates energized high and low voltage electrical power transmission

system substations following strict procedures and safety requirements.

·       Checks and reviews station conditions. Responsible for station security

switchyard, outlying buildings, and the perimeter of the property.

CONDITIONS OF EMPLOYMENT:

Persons filling Substation Operator Trainee positions are required to meet some

or all of the following conditions: 1. Satisfactory completion of all aspects of

each step including the correspondence course and classroom instruction is

mandatory for advancement to the next step. Failure to demonstrate satisfactory

progress will result in removal from the apprenticeship program. 2. Work in close

proximity to substances, such as acids, polychlorinated biphenyls (PCBs),

pesticides, asbestos, mercury, and solvents, etc., which may have affects on

health unless prescribed handling procedures are followed. If exposed to health

hazards, have periodic physical examinations as prescribed by competent medical

authority at BPA expense. 3. Become knowledgeable with and follow the safety

practices of the BPA Accident Prevention Manual. 4. Establish a residence in

accordance with negotiated requirements, that is within one hour or less

commuting time under normal weather and road conditions to the duty station

headquarters. 5. Possess within the first two weeks of the training program, and

maintain thereafter for the duration of the training program, a Restricted

Electrical Worker Permit. 6. Possess at all time a valid state driver’s license.

Traffic citations indicating poor driving habits may disqualify applicants, and

can be cause for removal from the program. 7. Obtain certification on the

equipment associated with substation operations assigned to operate. 8. Take

First Aid training to obtain a First Aid and CPR Card within the first month of

employment and maintain continuously thereafter. 9. Subject to call for emergency

work at any time. 10. Operate any type of motor vehicle applicable to assigned

duties. 11. As part of the job requirements, and at the discretion of the Chief

Substation Operator III, the Substation Operator Trainee shall be required to

apply restricted use pesticides and may be required to obtain a pesticide

applicator’s license. The Administration shall provide the necessary training for

such a license. 12. In addition to a successful evaluation on the final review,

the Trainee must pass the current year’s Standard Clearance Certification

examination. Satisfactory completion of the clearance certification examination

is a mandatory requirement for completion of the training program and promotion

to the journeyman level. 13. Trainees will be selected for their duty station at

the beginning of the training program. The location to which they are assigned

will normally be considered to be their permanent duty station upon graduation

unless indicated otherwise at the time of the selection. Trainees will not

normally be moved while in the program. Exceptions may be made as deemed

necessary by Management. 14. Trainees cannot compete for vacancies on the system

until they have successfully completed the program and been advanced to

Journeyman.

Specific Description

Assist in assembly and disassembly operations involving such functions as connecting and mating of the motor, equipment section, and interstage sections; removal and installation of electrical, electronic, hydraulic, pneumatic and mechanical components, assemblies and units. Perform inspection of the assembly, disassembly, modification, repair, rework and testing of missile sections, sub-assemblies, complete systems and subsystems; of the receipt, shipment, handling, testing, altering, repairing, reworking and packaging of components and hardware; and of the repairing, fabricating, reworking, altering, modifying, maintenance and testing of surface support and handling equipment. Stamp or otherwise approve acceptable parts, tests, etc., and prepare or process paperwork as required. Reject items found to be discrepant or unacceptable, and determine reason for rejection as required; prepare necessary documentation for disposition of such items. Evaluate test data, assembly and refurbishment processes and procedures and recommend new methods, processes or procedures to improve quality assurance and quality control. Perform a continuous monitoring of all production and test activities. Assist higher level personnel set up for and perform tests such as electrical continuity, Helium leak, motor pressure and propellant grain inspection. Assist in the repair or replacement of malfunctioning units, components or items revealed by tests. Become proficient in operating all equipment required to position major vehicle components and support equipment. Assist in modifications and repairs to support equipment. Assist in performing missile systems tests using shorebase automatic checkout equipment. May perform functions described in lateral or lower rated job descriptions. Typically requires an elementary knowledge of aerospace vehicle assembly, mating and handling techniques as gained from a minimum of 18 months of experience in related aerospace product final assembly operations or the equivalent. Familiarity with inspection practices and procedures; of operational test methods and of functional test equipment relating to missiles and their components, subsystems, major systems and their integration. Knowledge of electrical, electronic, hydraulic and pneumatic systems. Knowledge of missile structures and assemblies. Knowledge of shop mathematics. Work with technical assistance and guidance, or work independently with complete procedures after initial on the job instruction and guidance to develop skills and acquire a working knowledge of tasks associated with receipt, handling, movement, and storage of inert and explosive missile components and repair of material handling equipment. Work with progressively less guidance and instruction as time in the classification increases. Specific tasks may include the following. Receive, unpackage, package, move to storage and prepare for shipment missile rocket motors. Transport inert and explosive major missile components to and from processing buildings and storage magazines using slings, straps, pallets, chocks, dollies, jib booms, overhead cranes, forklifts, straddle carriers, tow tractors, gas and diesel powered trucks and trailers, and other FBM peculiar handling equipment. Perform weight testing using standard load measuring devices such as load cells, dynamometers, scales and related instrumentation. Maintain and repair support equipment, material handling equipment and vehicles. Perform dispatcher functions for daily control of all missile component transfers. Provide guidance and assistance to other employees, and perform related duties, as required.Obtain and maintain qualifications and certifications necessary to perform work described above.Ability to operate cranes, forklifts, tow tractors, and semi-trailers, and ability to obtain and maintain the required operating licenses and certificates to handle explosives. Description

Performs visual and dimensional inspection on a variety of intricate and precision machined parts. Utilizes a variety of instruments and methods to check for proper materials, dimensional tolerances, microfinish and micro-flatness. Maintains surveillance of machining operations to insure process controls are maintained. Inspect a variety of machined parts and establishes controls for operations such as milling, boring, grinding, turning, drilling and routing. Sets-up, adjusts and operates sine bars and plates, sunnen bore gauges, air gauges, profilometers, hardness testers and optical comparators for inspection activity. Follows rigid military and commercial specifications and must be capable of reading blueprints that include geometric dimensioning and tolerencing, and other drawings to properly inspect and control machine parts and processes. Uses shop mathematics including geometry and trigonometry as necessary to determine angles, degrees and other computations. Familiar with special processes such as induction soldering, silver soldering, brazing, spot welding, heliarc welding, heat treating, plating and other related processes. May be required to perform inspection activities at vendor or customer facilities. Assists lower classifications in the performance of their activities when necessary. During peak work loads, may perform inspection in other areas such as raw materials, fabrication or production.

Ability to work in a team environment. Ability to use complex measuring and inspection equipment for long periods of time such as microscopes and electronic test equipment. Ability to use mechanical inspection tools / gages such as: calipers, micrometers, and gage pins. Ability to work with close tolerances. Experience in inspecting CCA boards to IPC standards. Demonstrated knowledge of shop mathematics. Ability to move objects from a full range of physical motions. Effective communication skills (internal and external customers). Able to work daily with various chemicals. Proficient in the use of personal computers (including MS Windows based applications). Ability to use computer keyboard and mouse for extended periods of time. Description

Provide direct support to the production area by managing the DSES production tool crib. Duties include stocking, inventory management and reordering of tools and supplies used to support the production area. Use of the Procurement Card, I-Buy Internet procurement system and Procurement D requisitions and releases required. Work with suppliers to maintain tool crib stocking levels. Investigate tool and supply trends and recommend improvements as necessary. Support Tooling, Manufacturing and Design Engineering with tools and supplies as required. Pick up and deliver material from suppliers to the requisitioner.
Additionally manage the production supply of frozen epoxies and adhesives. Inventory freezer stock and reorder, receive and stock as required. Also work as backup and support the main storeroom operation including receiving, packaging, stocking and processing MacPac transactions.

 

Qualifications

A minimum of a high school degree, or equivalent, required with additional education in business related fields helpful. Background working in production, material or storerooms helpful. Must have a proven ability to maintain a strong sense of customer focus, display evidence of results orientation and have a strong bias for action. Must have strong skills with MS Office products, Word, Excel and PowerPoint. Good written and verbal communication skills. Must be able to work in a team environment, day shift with occasional overtime. Experience working with suppliers or procurement helpful.
